We have performed detailed cost modeling studies for several state vocational rehabilitation agencies. In these studies we took information about VR consumer the agencies had worked with and determined estimated revenue these cases would have generated through the Traditional Reimbursement Program and Ticket to Work Program. We analyzed the information available when the VR agency begins working with the consumer to deterine what factors best predict which payment method would produce the highest overall revenue. These studies were used to create guidelines for determining which payment system to assign consumers to.
